
What is the NSA paying for water at the Utah Data Center?
Salt Lake Tribune reporter Nate Carlisle is trying to get to the bottom of it:

Our response, based on the research we have on other NSA locations around the country tells us to expect that NSA is paying as close to cost as possible. They sell this as helping the local infrastructure expand. When in reality it’s just all about expanding their own infrastructure:
